Description:
Declare a C function argument,
given that the actual argument will be a CHARACTER variable passed from a FORTRAN program.

The dummy argument to be declared.
Examples:

will expand as follows:
All Unix: | char x |
VAX/VMS: | struct dsc$descriptor_s x_arg |
Notes:
On a VAX/VMS system, the macro expands to a pointer to a descriptor whereas on other
systems it expands to a pointer to char.
